Operation of the Council

The Parish Council does a lot of work behind the scenes. Due to the size and nature of the parish, it is not possible for all its work to be done at the monthly meetings, so committees and working groups have been set up to carry out the main administrative and development tasks.

Standing Committees

Current committees include:

• Finance and Governance
• Planning and Environment
• Staffing

Committees may be given 'delegated powers' by Full Council, which means they can make decisions on behalf of the Council. However, most of the committees give a recommendation to the Full Council for the Council to consider. All the committees regularly report back to the Council.

Working Groups

Current working groups include:

• Traffic - looking at traffic issues within the parish and making recommendations to Full Council for consideration
• Communications - looking after The Broadsheet newsletter, as well as reviewing our external communications strategy and methods, particularly mindful of our recent parish growth, and social media
• Youth - reviewing requirements and receiving progress reports, as detailed as part of the working agreement with Exeter YMCA
• Fun Day - arranging for and managing community events within areas of the parish

Members of the public are welcome to join working groups, the wealth of knowledge and experience different people can bring is very welcome and gratefully received. Associated Groups

Some work within the community is carried out by voluntary groups and charities such as Clyst Caring and Broadclyst VIPs.  These groups operate independently of the Parish Council but are supported as required.

Delegation

In order for the Council to run with efficient use of Member and Officer time, certain responsibilities and duties can be delegated to either one person or to a committee

The Council's Delegation Scheme, which can be downloaded from the Policies and Procedures section of the website, is a document which sets out the current delegations that Broadclyst Parish Council has in place, with appropriate “safety nets” to ensure the democratic process is observed and financial risk is kept within acceptable limits.

Action Plan

Broadclyst Parish Council constantly strives to work on behalf of parishioners on issues that matter to its residents, communities, stakeholders and local businesses.

It publishes an annual Action Plan which outlines its routine activities as well as its current and projected projects, and new activities.

The Council's Action Plan is updated annually and can be downloaded from Policies and Procedures.
