Accessibility Statement for Broadclyst Parish Council

This accessibility statement applies to https://www.broadclyst.org/.

This website is run by Broadclyst Parish Council. We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts

  • zoom in up to 300% without the text spilling off the screen

  • navigate most of the website using just a keyboard

  • navigate most of the website using speech recognition software

  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

  • find information contained in difficult-to-navigate tables within a text block or other accessible format on the same page

We have also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible. In particular:

  • the text does not always reflow into a single column when you change the size of the browser window

  • you cannot modify line height or spacing of text

  • most older PDF documents are not fully accessible to screen reader software

  • live video streams do not have captions

  • some online forms are difficult to navigate using just a keyboard

  • there is no way to skip directly to the main content when using a screen reader

  • there is a limit to how far you can magnify the map on the ‘Contact Us’ page

Technical information about this website’s accessibility

Broadclyst Parish Council is committed to making its website accessible, in accordance with the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018.

This website is partially compliant with the Web Content Accessibility Guidelines (WCAG) version 2.1 AA standard, due to the non-compliances listed below.

Navigation and accessing information

  • There is no mechanism to skip repeated content in the page header (for example, a “skip to main content” link).
    This fails WCAG 2.1 success criterion 2.4.1 (Bypass Blocks).

  • It is not always possible to change device orientation from horizontal to vertical without making content harder to view.
    This fails WCAG 2.1 success criterion 1.3.4 (Orientation).

Interactive tools and transactions

  • Some interactive forms are difficult to navigate using a keyboard, for example where form controls are missing associated label elements.

We have assessed the cost and technical complexity of fixing these issues on the current website and believe that addressing them immediately would represent a disproportionate burden within the meaning of the accessibility regulations.

Content not within the scope of the accessibility regulations

PDFs and other documents

  • Many older PDF and Word documents are not fully accessible (for example, they may not be structured for screen readers), failing WCAG 2.1 success criterion 4.1.2.

  • The accessibility regulations do not require us to fix documents published before 23 September 2018 unless they are essential to providing services.

Any new PDFs or Word documents we publish will meet accessibility standards, and where possible we will provide information in accessible HTML format.

Live video

  • Live video streams do not include captions. Live video is exempt from the accessibility regulations.

Disproportionate burden and future improvements

Broadclyst Parish Council is a small parish council with limited financial and technical resources. The current website is scheduled to be replaced by a new website in Q2 2026, and full accessibility compliance will be a core requirement of that project.

For this reason, we consider it a disproportionate burden to make extensive structural changes to the existing website prior to its replacement. Accessibility improvements will be addressed as part of the new website build.
